Climate change fuels rising global floods

Floods are becoming increasingly devastating as climate change, population growth, and urban expansion intersect. They occur when rivers overflow from intense rainfall or when storm tides and rising seas breach coastal defenses. These surges of water wash away homes, infrastructure, and livelihoods, leaving destruction in their wake. Although floods are not the deadliest environmental hazard in terms of direct deaths—heatwaves and air pollution kill more people—their indirect impacts are immense. Contaminated water, disrupted food supplies, and disease outbreaks often follow, contributing to prolonged suffering and higher death tolls after the initial flood event.

In 2024 alone, more than 19 million people were displaced by floods, a mix of preemptive evacuations and entire communities being washed away. This number is equivalent to relocating the entire population of countries like the Netherlands or states like Florida. The risk of flooding is especially high for people living in flood plains and coastal areas—regions that are also experiencing some of the fastest population growth. How well a community copes with flooding depends largely on local infrastructure, government preparedness, and socio-economic resources. For example, residents in Somalia may get no warning at all before a flash flood hits, while people in Florida might be evacuated but lack insurance to rebuild. In the Netherlands, advanced engineering like dykes and sponge cities can prevent rain from even registering as a major threat.

Climate change is a key driver making floods worse. A warmer atmosphere holds more moisture—about 7% more for every 1°C of warming—leading to heavier and more intense rain. Surprisingly, drought can also worsen flooding: dry, hardened soil cannot absorb water, so rainfall quickly runs off into rivers and valleys, increasing flood risk. Sea level rise compounds the problem along coastlines. The Intergovernmental Panel on Climate Change warns that by 2100, floods from high tides that once happened only once every century will occur every year. In many places, this increase will come well before the end of the century, even in best-case emissions scenarios.

Economically, floods are catastrophic. They destroy roads, railways, homes, vehicles, and businesses. In 2023, Slovenia—a relatively small but wealthy country—suffered €10 billion in damages from flash floods, about 16% of its GDP. In the United States, total losses from flooding are estimated at up to $500 billion annually.

To reduce flood impacts, countries are turning to early warning systems, which help people evacuate and avoid injury or death. These systems have saved many lives, especially in middle-income countries. In urban areas, cities are adapting by expanding parks and green spaces to absorb rainwater. Coastal cities are investing in sea walls and other barriers. Still, scientists warn there are limits to adaptation. In some cases, “managed retreat”—relocating entire communities from high-risk zones—is the only viable long-term solution.

In short, floods are a growing global threat. While warning systems and infrastructure improvements help, deeper changes—including relocation and climate mitigation—are becoming necessary to protect people, economies, and ecosystems from this intensifying danger.
